MIDC officials said a decision was pending on the water charges to be imposed but there was also a delay on the society's behalf in submitting the papers. In the Ph-2 even though construction did not conform to sanctioned map, revised plans had not been submitted.

Rajkumar Sharma, chairman of Indo Rama Workers Cooperative Housing Society, accepted CC had not been secured and said it would be done soon. He said for the Ph-1 there was uncertainity on the documents to be submitted as well as the charges to be paid. About the Ph-2, he said the documents have been submitted with the MIDC and BCC would be secured soon.

In the Ph-2, the construction was not in accordance with the approved maps. The revised maps showing the alterations made have not been submitted. The absence of BCC has led to a direct impact on water supply. Residents are complaining of lack of enough water and also have to pay their water bills according to industrial tariff that is one and a half times more than the residential charges. The homes cannot be officially classified as residences until BCC is issued. This has led to disputes and a water bill of over Rs 2 lakh is pending.

MIDC had sent a notice asks why action should not be taken under the Maharashtra Regional and Town Planning Act. The BCC is secured on the basis of documents such as maps, building plans to be submitted by the society. However, papers for the Ph-1 were submitted only around a couple of months ago and that has delayed the process, said a MIDC source.

Earlier, Maharashtra Industrial Development Corporation (MIDC), on whose land the homes are built slapped notices to the society for not having secured the building completion certificate (BCC) yet. It is a key document that ensures all the rules have been followed.
The Ph-1 was completed in 2008 and the second ph-2 in 2012. In spite of the deadline having passed over a year ago, BCC has not been secured yet.

A section of residents under the leadership of Anand have alleged the construction was not worth the money and the cost could have been much cheaper. For this, society has lodged defamation complain against Anand in Butibori Police Station.

The low-cost cooperative housing scheme that Union Transport Minister Nitin Gadkari launched in January 2013 show off they would be the world's cheapest homes at a cost of $8/sq-ft is now involved in dispute. The construction was done by Indo Rama Workers Housing Cooperative Society guided by Gadkari.
