Is the news of GHMC splitting into two separate corporations true?
Q: Hey, i heard that GHMC is going to be split into two different corporations for Hyderabad and Secunderabad.. If that does happen will it affect the real estate market in the city?
I think that even if the state government gives the election schedule to the high court now, it will not hamper bifurcation plans as the former can take any policy decision with regard to splitting GHMC anytime during the preliminary process, which takes more than six months
Let me tell that this is a very complicated process, which requires at least 250 days for conducting elections as it involves several procedures and approvals such as delimitation and reservation of wards, enumeration of BC voters and drafting electoral rolls as per Census 2011.
Did you know that TRS and GHMC sources said that the state government has been weighing its options on bifurcating the corporation and the issue gained urgency after the high court asked the state government to come up with the corporation's election schedule.
To add to what the guy above me said, 47 years since its formation, the previous Congress government merged the MCH and 12 surrounding municipalities and created the GHMC in April, 2007, with an area of 625 sq kms. It also attempted to club another 36 villages into GHMC, but failed to do so following resentment from people's representatives in the villages and legal issues.
Here is some back story about the whole thing that you might find interesting; Hyderabad and Secunderabad were separate municipal corporations till 1960 and merged later to create the Municipal Corporation of Hyderabad (MCH). The two corporations were separated by the Tank Bund.
I know that the TRS government had sent a team to study the administration, financial strength and other issues at other corporations such as New Delhi and Mumbai, which have three and two corporations respectively. This will help them in carrying out the split more smoothly.
Yes, the commenter below me is absolutely right! While the Majlis-e-Ittehadul Muslimeen (MIM), currently an ally of the TRS, is strong in almost all municipal divisions in the old city, the Telugu Desam Party (TDP) has its strongholds in surrounding divisions of the city as evident by the last GHMC and assembly elections. Spelling the corporations would give TRS better political prospects.
There is some level of politics involved in this entire split. Though the state government is officially stating that splitting GHMC is aimed at better administration, the TRS hopes that such a move will lead it closer to capturing the city, an uphill task in the civic body's current form.
Well, as per plans, separate Hyderabad and Secunderabad corporations would be created with 100 divisions each, replacing the GHMC that has 150 wards. The Telangana Rashtra Samithi (TRS) government has indicated its bifurcation plans to senior party leaders in the city including some ministers.
Even i heard the same thing and decide to investigate a little. There has been a growing demand for the breakup of the GHMC into separate corporations for Hyderabad and Secunderabad. It seems the Telangana Government has finally decoded on the split. As for how that will affect the real estate market, since all real estate projects have t approved by these corporations, new rules might apply for the same.
