Land in exchange of land policy spells relief for Metro rail companies

Q: Hi, now taking advantage of land for new corridors will save time and cost over-runs.

Hi all,
I am telling you the delays of Metro Rail Project. Every time when Metro rail company move toward a certain Ministry for land, the Ministry would ask the company to give it a piece of land of the same monetary value somewhere else. This would make it difficult as then the Metro rail company would have to approach different departments for the land to be given in exchange leading to project delays.

Correct Surinder,
The DMRC too has faced the similar issues with its projects at Delhi Cantonment, Shankar Vihar, Lal Quila and Naraina since these lands belong to the Defence Ministry. It had taken us almost a year to resolve the issue. After several deliberations, the issue was sorted out and the projects cleared.

That is why during the implementation of Metro rail projects in the country, one of the major barriers has been the emphasis by various ministries and departments of the Centre on provision of land for land required for the projects and that too of an equal monetary value.

The ministry concerned, department and PSU will be compensated for the transferred land based on rates as per the existing guideline values. As the note also directs all departments to immediate settlement of operating rights on the relevant land claim by the Metro rail company as per the detailed project report.

Hi,
Metro rail companies had brought to the government their lack of ability to provide land in exchange since they are not land-owning agencies. All Ministries and departments of the Central government have been asked to immediately pact operating rights on the land desired by Metro rail companies.

But the note express that Ministries departments and public sector undertakings of the Centre will not ask for land in exchange for land. They only required for the implementation of Metro rail projects.

Well Balwinder,
As Metro companies do not have a land bank. such conditions advantage to long-term negotiations between the land-owning department and the company, which subjects the projects to long delays resulting in cost over-runs causing additional burden on the public fund, in addition it may trouble people.
