Hi, NOC and OC is necessary document for any residential properties , you have a right to sought against this matter with your concerned society member towards builder. my suggestion is just formally ask with the builder what is the exact matter , why he is not providing necessary doc? and make him understand what difficulty you are facing with proper documentation.
