Hi Mandy, As per my knowledge, additional charges should be given to the builder at the time of possession. If you will check your payment plan , then you will get a clear picture about this. Like as per 10:80:10 plan, you have to pay 10%+ additional charges at the time of possession. Otherwise as per exclusive payment plan, you have to pay 40% + other maintenance charges at the time of possession.
Well I agree with Vrinda. However it is the moral responsibility of buyer to check the sale deed first before paying any money to builder. While discussing about the project with builder ,you must ask for price split up. By this you will ensure how much you are paying for what.
In my opinion, if you are already staying in the apartment, then for society welfare ,maintenance charges will be collected from each & every flat. So as per the decision taken by society members & secretary flat occupants have to pay that. But I don't think you have to pay it in advance.
While the building is under construction, you will pay IFMS charge. Builder is charging this Interest Free Maintenance Charge because builder will responsible for the whole society maintenance. Apart from this if builder is asking for any other charges ,then you have to discuss about it with the builder.
