Q: Govt's next focus would be accompanied in land reforms through states after assembly election as it targets to achieve 4% agriculture growth, which is considered important to create additional 60 million jobs in the country by 2032

The excise duty on spare parts of irrigation pumps such as electric motor, shafts, sleeve, chamber, impeller, washer has also been reduced to 6% from 12.5%.

The budget also provided a roadmap for covering all 14 crore farmland holdings under the soil health card by March 2017 even as the committee asked to implement it by 2018. As per the suggestion, the government has also allowed 100% FDI in retailing of processed food products manufactured in India.

Yes, Assembly Elections are scheduled in these states and Union territory for April-May. The counting is on May 16.

A committee of secretaries constituted by the prime minister had recommended flexible land laws as a measure to achieve 4% growth. I think this time around instead of bringing a central legislation the land reforms would be tried through states where the BJP and its allies are in power.

A laws on ''Right to Fair Compensation and Transparency in Land Acquisition'', Rehabilitation and Resettlement (Amendment) Bill, 2015’ was allowed to lapse after the govt. realized that it was impossible to pass it Rajya Sabha where the NDA is in minority.

At the same time, it has been asked the government to make sure that at least one equipment leasing company starts operating at every block of the country by 2019. This area may get some focus in the next few months since the government was so far harnessing farm mechanisation through self help groups (SHGs) and cooperatives.

Since the issue is sensitive and political in nature, the govt. would wait for the results of the assembly polls in West Bengal, Tamil Nadu, Assam, Kerala and Puducherry before taking up the issue in any state.
