Stamp duty and registration charges in Jodhpur, Rajasthan

Q: I have purchased an apartment on 10th floor in Jodhpur. The total agreement is for around 30lakh on which I also got a loan of around 25lakh.

I, now, have to get the property registered and I have some questions:
1. Do I have to pay the stamp duty and registration on full 30 lakh or as per the DLC rates. Some websites say that it has to be on market value (DLC rates) or agreement value, whichever is higher. But the fee structure on rajasthan govt website (http://igrs.rajasthan.gov.in/writereaddata/Portal/images/pdf/fee-structure-eng.pdf) does not have this "or higher" clause.
2. In the 2016 budget there was a clip in newspaper that this year the charges will be calculated on 40% of DLC rates for those having flats above 2nd floor. Will it be applicable in my case?

Looks like you did not even care to read my question beyond the subject. I had some specific questions which you either did not comprehend or did not want to answer. Even the 2nd link that you posted - I had already included it in my original post.
