Q: Construction and Demolition Waste Rules, 2016 have been notified in suppression of Municipal Solid Waste (Management and Handling) Rules, 2000 w.e.f. 29th day of March 2016
Whereas Municipal Solid Waste (Management and Handling) Rules, 2000 were applicable on Municipality(s), Construction and Demolition Waste Rules, 2016 has extended the responsibility of waste management and related compliance to waste generator, service provider, contractors, constructor of buildings and Municipality(s).
Hi friends, We can say that it was unscientific dumping and because of that there is an increase in pollution in tier-1 cities. These are not actually waste but resources. The basis of this new rules is to recover, recycle and reuse. We can use those waste to make tiles, pipes from it.
Hi friends, If i am not wrong, within less than 2 yrs of NDA govt. so many initiatives have been taken but are they working properly on it or just in a paper. I want to know what is the government's plan and how will they reduce pollution from these cities?
Hi Saras, The center is saying that they have a better plan to reduce pollution from construction site. The debris generated during construction and demolition largely consists of concrete, steel, wood, glass and dust, most of which is potentially recyclable. The government has told that large generators of such waste would have to submit a management plan in order to secure permission to build.
Hell Preeti, I agree with you. At the same time, i would like to mentioned here that the rules also make it mandatory for large builders or waste generators to submit their waste management plan along with their building plan, non-deposition of which may lead to non-grant of permission to the building. There is no doubt in it that terming the rules as a "weapon" to handle the issue of pollution.
I think this is the first time in the country that any govt has come out with construction and demolition waste management rules. Today as per the Department of Science and Technology estimated that annual generation of such waste is 530 million tonnes. Without any rules, it is dumped in open spaces, drains, rivers, forest areas, landfills and road side which lead to increase in pollution.
Yes, the Centre, last week, came out with new rules to manage construction and demolition waste by prohibiting its dumping on roadsides and drains. It is a move aimed at reducing dust which contributes around 205 to pollution in big cities, including Delhi, Mumbai, Kolkata, Pune, Bengaluru and Hyderabad.
I personally appreciate this move by the centre. It also make mandatory for local authorities to commission C&D waste plants in million-plus population cities within 18 months, the cities having population of 5-10 lakh people within 2 yrs. and cities having less than 5 lakh people within 3 yrs.
