Can society give documents to defaulter member?

Q: Need your guidance over one question.
If a society member is defaulter (dues pending from more than 3 months) and ask for society documents (certified bye laws, meeting resolutions, account books, member register record etc). Can society give document to this member or the member should pay all the dues first??
Please help.

if all the society documents are in place then held a meeting with him and ask him to clear the dues first for getting the said documents.

After reading your query, i came into conclusion that member might have doubts that these papers are not with the society or not in place. May be he want to sure that all approvals are in place or not.
Secondly, if everything is in place (documents), the society can discuss with him in proper manner that if you paid all your dues, we are ready to provide you all the documents.
