Maintenance issue in apartment

Q: Hello,

I am out of the country right now. A few months ago, I had some issues with my India bank account and it was closed abruptly. It took me some time to open a new account and I missed a few months of maintenance. Now I am asking the apartment association treasurer to inform me the pending amount so I can pay (I lost track of it).

However, the treasurer and another person in the association are refusing to provide these details. They say that I need to figure out myself without asking the treasurer and they will not give me this info at all. My bank record history is erased. Can I not force them to provide these details so that I can clear the backlog and start regular payments. Can I hold off payments for some time until they give these details?
