Q: Realty sector welcomes home loan rate cuts by SBI, HDFC ...

Welcoming the 0.25 per cent rate cut by two of the biggest home loan financiers SBI and HDFC, realty sector participants today said the move will help revive interest in the gloomy market.

"This is a positive move to boost property sales and spur industry growth. Home buyers who were earlier waiting for rates to come down will now certainly look at buying their dream homes," industry body Confederation of Real Estate Developers Association of India (Credai) Chairman Lalit Kumar Jain said.

"The home loan rate cuts from certain banks have occurred after nearly a year, and will augur well for investment sentiments in the market," property consultant CBRE South Asia's Chairman and Managing Director Anshuman Magazine said.

It may be noted that the residential sector had suffered a major set back due to increasing home loan rates, which had forced buyers to postpone their home buying decision.

Q: The real estate market may be going through a rough patch, but developers still seem to be betting big on the high-end residential projects. In the first nine months of this calendar year, the number of launches in the high-end residential segment has grown by 142 per cent as compared to the corresponding period last year, says a note by real estate consultancy Cushman & Wakefield (C&W). The number of new launches in the high-end segment stood at 24,032 between January and September as against 9,940 last year.

The stupendous rise in new launches in this segment is happening at a time when the overall launch of new inventory across all housing segments remains muted. As per C&W, in January-to-September period, residential units launched in all segments put together - affordable, mid-market, high end and luxury - was a meagre five per cent. According to market experts, low demand is forcing developers to go slow on introducing new projects.

Q: CHANDIGARH: With the rupee witnessing a record fall against the US dollar, the flow of remittances by NRIs from Punjab has risen by up to 10 per cent in the last three months to benefit from the higher exchange rate.


"Yes, there has been an increase in remittances by NRIs (who migrated from Punjab and Chandigarh) in the last three months in the wake of weak rupee against US dollar," Aruna Singh, handling Inward remittances at Paul Merchants Ltd, told PTI here.

Paul Merchants is a city-based company, having interests in global money transfer and foreign exchange businesses.

She said: "On an average, there has been a growth of 5-6 per cent per month in remittances in the last three months. And when rupee crossed the 68 mark against dollar, the flow went up by 10 per cent."

Industry insiders revealed that some of NRIs even borrowed funds at a cheap rate and sent back to India to earn more money.

Q: Market watchdog Securities and Exchange Board of India (Sebi) on Thursday issued draft guidelines to set up real estate investment trusts (REITs) in India, reviving an effort that it had put on hold in 2008 during the global financial crisis.

REITs are listed entities that mainly invest in income-producing real estate assets, from which most of the income is distributed to its shareholders.

"Sebi seems to have taken a very pragmatic approach at the REIT regulations. Lot of emphasis has been given to transparency and disclosures," said PwC India associate director Bhairav Dalal.

"Indian investors will get an additional investment opportunity to invest in real estate. It will also benefit real estate developers who will be able to transfer their developed assets into a REIT."

India's draft regulation for REITs comes at a time when its debt-laden developers are struggling to raise money for future growth ..

Q: Ushering in a policy of affordable housing in Gurgaon and other prime areas of the state, the Haryana government plans to build 1.25 lakh flats under the first phase. The size and price of these flats will be decided by the government and allotment will be done through draw of lots.
A senior official said deadlines will be set for the projects.
“Proposals will be decided on first-come-first-serve basis. Developers will have to furnish bank guarantees of 15 per cent of the total realisation from projects in Gurgaon, Faridabad, Panchkula, Panchkula Extension and Kalka-Pinjore. It will be 10 per cent in other areas,” the official said.
As incentive to developers, there will be no licence fee and infrastructure charge for these projects. The floor area ratio will be 225 as against the 175 permitted in group housing projects. Ground coverage will be 50 per cent as against the usual 35 per cent.
Applications have already been received for 86 projects and more developers are in the queue,

Q: Now recently on 20 April 2013, a demand letter was sent again as usual mentioning that an interest of Rs. 700613 is due on us. Now when we enquire with your company personal Mr. Kabir Verma (DGM, Home Loan) for the same, he told us that Interest amount is pending from our side. When we asked that what kind of interest is this as there is no construction of tower I2 which is booked by us and as per construction linked plan amount will only be disbursed when some construction work is there, they do not have answers for these questions. The mentioned interest is irrelevant as there is no construction happened for Tower I2 i.e. the Interest imposed is baseless.

As we have already faced enormous amount of mental agony and financial loss from your company from the past 2 years, we have decided to cancel this deal. Please refund our total 20% amount which is paid by us i.e. Rs. 1380978 within 15 days starting from 29 April 2013.
