According to sources, the deputy commissioner suggests that the land acquisition plan should be received from a government registered firm. The land to be acquired will be identified by survey numbers on the new software and preliminary notification will be issued.
According to property consultants, RTC, in regard to all notified lands, gets updated automatically. In the Record of Rights, Tenancy and Crops-RTC, all processes such as putting out of preliminary notification to the final award gets recorded in a systematic manner.
The new online system has its own set of benefits, prevention of fraud being one of the many. The traditional system of acquiring land always led to a long delay in upgrading the RTC, after the final notification is issued. Consequently a handful of landowners used to sell off the acquired land illegally, without the knowledge of farmers. Furthermore, swindlers and touts, who used to make the most of the sluggish procedure of the RTC’s updating system, will now be at a major loss, thanks to the new online system.
The new software-’Bhoo Swadheena’ puts a brake on the existing misdeeds and complexities and shows off its competence by dealing with all kinds of legal land related disputes. In addition to it, speedy acquisition (including compensation payment to all the land losers) further makes the new software the apt tool for land procurement.
Given the automatic way of registering by the new software, keeping a track of the land records will become less complicated. This would further promote the sense of accountability between the officials and thereby automate the mechanism of maintaining land records.
It is said that by melding the new software-Bhoo Swadheena, with Bhoomi( the computerized land record system), the entire acquisition process has become as easy as pie. The new online procedure of acquisition has turned the manual system of land acquiring completely outdated.
Bhoomi, the computerised land record system, is unified with Kaveri( Registration Department Software) via which the seller’s name is confirmed with the database of Bhoomi. This, as a result, puts a nip in the bud of all kinds of fraudulent activities
To make acquisition of land more harmonious for public purposes and free from all kinds of fraudulent activities, the Revenue department has made a significant move towards betterment. The Land Acquisition Bill that is subject to use land more economically, has recently been decided upon to turn online to prevent beating out of landowners and property buyers and promote speedy procurement.
Now-a-days land is a scarce commodity in the nation which has been switched to online mode in the department for easy procurement. With this new system, illegal sale of acquired or notified properties in the country will be at a check which I feel is a good step taken by revenue department.
