Is buying a flat in a new project whose possession is after 1-2 years better than buying an old flat whose possession is immediate?

Q: I want to buy a flat but I am under dilemma now. Is buying a flat in a new project where possession is after 1-2 years better than buying an old flat where possession is immediate?

Buying resale flats or old flats whose possession is immediate are always safe considering miscellaneous expenses, delay in possession, non levy of taxes like service tax, VAT etc. At once a person has to manage a large amount of capital but it gives more returns in long run.
