How to sue a builder company?

Q: I have booked a flat in purva venezia in the second phase and have made the full payment. Now the second phase is unduly delayed, the posession date is shifting from Sept 2011 to Feb 2012 to June 2012 and now to Aug 2012. I am staying on rent and also paying EMIs which is becoming difficult. How to sue the company?

I have been told possession date is Dec 2012... hope they atleast stick to this!!
