BBMP permitted construction in prohibited area

Q: The Karnataka high court has issued a stay order against any construction work near the gates of the Sri Krishna Rajendra Market. Why the BBMP permitted to construct shops in that area?

By constructing those shops, the no. of accidents will be increased. Even the emergency exits will be closed.
