Is it compulsary for builder/ developer to issue / raise a tax invoice to the property buyer?

Q: I bought a residential property on December 2010, thus the service tax and VAT got applicable to me. When I asked the builder to issue / raise a tax invoice for the same, he denied saying that we cannot issue you a tax invoice. As per my understanding any party collecting a tax is liable to issue / raise a tax invoice to the customer.
Please validate my understanding.

As per my knowledge, The builder should provide all the documents and even provide a tax invoice. If the builder is not ready to issue you a tax invoice you can take advice from your legal expert.
