Reticulated Gas system in apartments- Subsidized cylinder norms.

Q: In Kerala, as per the new norms from Oil companies, for reticulated LPG system, an apartment having 300-500 flats will be treated as one customer and be entitled to only 6 subsidized domestic cylinders. Is that applicable in other states and if so how we can protest against this?

In Bangalore, the whole apartment complex is not considered as one unit. Each apartment gets its full quota of subsidised cylinders. R Venkita Giri

The reticulated system may be convenient for the residents but it comes with a price. The first problem is the gas meter. It reads in cubic meters. Ideally, one cubic meter must be equivalent to 2.1 kg of LPG. But the service provider will use a conversion factor of 2.8 almost 30% more! In addition to paying a higher price for the gas consumed, you will exhaust the subsided quota much earlier because of the 30% apparent increase in weight. The service provider is entrusted with the maintenance and safety audit. But he does nothing and charges a large some for it. On the whole, the reticulated system is not economical at all. I live in a housing society that has Reticulated gas supply. I have following queries with respect to subsidy facility for Reticulated gas consumer. 1) How does Reticulated gas consumer avail DBTL option 2) Can the housing society deny me subsidy gas thru RGS even though OMC has provision for supply 3) if in a society there is mix opinion of residents who want to give up subsidy under give-up campaign and some who still want to avail subsidy how does association facilitate both the options 4) since only one consumer number is allotted to entire housing complex does this mean subsidy product is an asset of association and can association deny subsidy to a rightful consumer of RGS if he/she is willing to comply with OMC formalities. 5) Is there any document that explains the procedure on how housing society can give-up subsidy under give-up campaign.
If you have any idea please let me know.

We are a new society in Bangalore where builder had provided reticulated gas infrastructure.Till now one vendor is supplying the gas through some distributer and only 25 people are availing the facility, rest are not using it since there is no clarity on various terms and condition. Can you help us in answering the following question .
1. Is it true that if the society applies for connection , then the normal LPG cylinder user will be forced to use the reticulated system as Indane will not supply individually any more.
2.Who does the maintenance INDANE or the Society
3.Who does the safety audit .
4. How costly is the maintenance of the system. Is it worth?

Another serious problem with the reticulated system is the conversion factor used to convert volume of gas as shown by the meter to weight in kilograms. The density of LPG at 25 degrees Celsius and two centimeters of water pressure is around 2.1 to 2.2 kg per meter cube. But the reticulated system provider is using a factor of 2.8 almost 30% extra.I sent out a RTI enquiry to BPCL for which the reply was that the factor depends on a lot factors including maintenance charges of the service provider. This is highly objectionable as it violates the rules of weights and measures. Because of this practice, by the time the consumer consumes only four cylinders equivalent of gas, the bill would show that he has consumed six cylinders. The service provider gets two cylinders absolutely free which he can sell at commercial value. The oil companies are doing this injustice to consumers by colluding with the service providers. Please inform all consumers of reticulated gas of this injustice.

To protest against this procedure by the Govt , many housing societies from through out India must form an Association and we should fight for our rights to get the susidised rated cylinders only . All of us must oppose against the Govnt for putting a cap on susidised cylinders .

This rule is definitely not acceptable.. People have to protest against this.. somehow BPCL has to withdraw this decision..

What's their problem with reticulated gas system? Anyway they are not giving more cylinders for each connection..

But this is not at all fair.. How can they take such stupid decisions.. This is simple logic- for one family also 6 cylinders and for hundreds of families also the same no. of cylinders??? Ridiculous..

Each gas connection will get 6 cylinders in year right?? I think every flat those who have got gas supply connection will be getting 6 cylinders..

I can furnish the statement from BPCL letter.
For reticualted LPG system, a society of multiple flats will be treated as one customer and shall be entitled to only 3 subsidized domestic cylinders from 14/09/12 till 31/03/13 subject to all residents having surrendered their individual connections. Beyond 3 cylinders non- subsidized domestic cylinders only be supplied. The rate of non-subsidized LPG will undergo change every month and rate for the current month sept'12 is Rs. 925 per refill of 14.2 kg.

Hi Anil, are you sure about this information? I did not hear anything such till now.. But it is really not possible.. 6 cylinders per year for many apartments is not at all enough..

Yes. it is true and in Kerala media already started highlighting this issue. Our apartment got notice from BPCL territory office that they will give only 3 more cylinders till 31/03/13 at subsidized rate. They are targeting reticulated gas system.
