People are willing to construct houses, but builders are not supporting

Q: Quite interestingly, I visited this site so called "Ani Eco Zone" near K R Puram.. People are willing to construct houses in this layout, but builders are not supporting to the owners of layout. First and foremost thing is electricity, water and security, which are not in place. For name sake they have installed all this, but not in use.
