Change status from "Vacant" to "Occupied" to get utilities bill with actual consumption.

Q: How do we change status from "Vacant" to "Occupied" on the electricity bills? The reason is the electricity bills are not reflecting actual consumption since the past 2 months and only the minimum charges are being billed to me. Thanks, Sharath, Flat No. B5052

Isn't your apartment having separate meters for individual flats? On what basis do they produce bills to you?
