How safe is about buying a flat here?

Q: Why wonder futura has not got completion certificate even after so many yrs.one has to get a noc from builder to buy/sell a flat. The title is not clear. Builder has not got completion certificate, is it safe to buy a flat in such a project? The case is in consumer court, still builder is not willing to give CC and OC. Will banks approve loan for such a flat? Whats are the risks involved in such transaction?

Hi Prasanth, For home loan you have to submit all the documents related to property.

I am not sure but I heard that the construction quality of the project is not so good.
