Yes Sishir, you are right.. Many experts have disagreed with this system. They are of the opinion that, on a long term, this move might just end up in builders converting the EWS flats and plots into service apartments and sell them at market rates. In that way it would only be beneficial to builders and not the EWS people.
Once the draw of lots is completed, the successful candidates will have to provide an affidavit to the effect that in case his name is not given in the BPL list on the date of draw of lots, the allotment of flat would be cancelled and the entire amount deposited would be lost. This is not a good method I hope. The authority has to come up with a better solution.
After the drawing of lots, the list of all successful BPL candidates was forwarded to the district administration. But it failed to conduct the BPL verification process which caused excessive delay in the allotment process. That's why the govt decided to stop it as it was not being followed properly.
