As per different sources, the recent JDA survey of 30 such projects says majority of developers failed to implement the policy. Before the amendment it was mandatory for the builders to leave provision for houses of these categories in the main project. Recently, a committee was constituted to inspect and prepare factual ground report whether developers have adhered to the provisions of township policy, 2010 and provided houses to poor people.

They are of the opinion that, on a long term, this move might just end up in builders converting the EWS flats and plots into service apartments and sell them at market rates.
