Yup it is true, BBMP is all set to revise the transferable development rights rates to lure property owners in the city to part their land for road widening. Presently the TDR rates are low for which property owners are not giving their land for road widening.
The project was taken up by BBMP in 2009 but they could not move beyond few roads because of the opposition by the resident welfare associations across the city. Widening of 216 roads identified under the project is essential as the traffic congestion has become a huge problem in the city
There is also a great deal of opposition among Karenahalli farmers over the proposal to set up a garbage solution plant in their midst.Urban experts are wondering at the reason behind giving TDRs to farmers who have lost their land and have no money to re-build their lives.This is going to hamper the farmers’ lives, as middlemen propose to give only Rs 40 lakh to the farmer per acre, but plan earn Rs 3 crore by selling the TDRs in exchange for an acre of land to builders. TDRs certificates land in Karenhalli can be sold within a 25 kn radius of the village
If sources are to be believed, the middle men will get a killer deal for selling the TDRs to builders who can use them for their projects in the outskirts of the city. Middlemen are buying land from farmers at a very low cost under GPA. With these documents, they are showing their readiness to give away the land to BBMP in return for TDRs. BBMP Commissioner said that the decision of buying land in Karenhalli was taken by state cabinet before he took over the duty
It looks like BBMP is misleading the farmers, as this kind of land transaction can happen only on cash transfer basis, with outright monetary compensation being paid to farmers. In addition to this, middlemen are obtaining general power of attorney (GPA) from farmers for their plots. As advance, the middlemen are paying Rs 1 lakh per acre, with a guarantee of another Rs 40 lakh per acre after the BBMP gives away the TDRs.
BBMP plans to take over a major part of land from the farmers of Karenhalli, 35 kms away from Bangalore in Ramangaram district, to set up a solid waste management plant. In return, they plan to give the farmers only a Transferable Development Right (TDR) certificate.
Transferable Development Right certificates are given to property owners who give away their property to BBMP or any civic agency, in lieu of compensation.
