Yes you can resale your property before possession , you do not need to pay any fees for that

Service Tax is 12.36% as on date. For residential property its on 30% of the value of the property which they charge service tax.

There is no difference in that, although right now the registration fee is Rs 15000 for properties above 2.5 Cr

See there is a differnet charge for stamp duty in Gurgaon,For men they will charge 7%, women 6% and for joint 5%

It depends on where you want to buy the property if your are talking about Gurgaon, yes you have to pay transferable charge . First time transfer it might charge you Rs 100- 150 per sq ft
