In Tamil nadu, it goes only by survey number of the property,. It is so simple - just find out the division, sub division registration office, place , & survey number.you get all the details..You can down load your self -free of charge. Only if you need the sign of registrar then you apply etc. Like this is there any thing in Bangalore? It tells about flat, new property , via, old number , length , breath of the property etc. How can one have all the details, for a flat - we can have only neighbour, only as north , south etc. The details are so confusing, DESIGNED best for keepinng the touts thrive. I took a 10 year EC it was clearly written cost 180 rs, The tout askes doe 1200 rs. Worst in these web sites itself they shamelessly sk for this amount.- vijayakumar

Please talk to nearby house/apartment owners and get to know the Sub-Registrar office details. Thats the most simplest way. If you property is in a society, you may get yourself registered in ADDA (online portal which has a mobile app also). Applying for EC is a pretty straight forward process. You can directly go to the Sub-Registrar office, get the application and submit the same. Carry your Sale Deed for reference if you are getting the EC for the first time, else carry your any older copy of your EC for reference. You will get your EC within 1 working day with a nominal fee (not more that 150 Rs.)
EC is a document that needs the signature and seal of the sub registrar and is a legal document that could make a hundred crore property worthless or vice versa. And if erroneously issued, could create legal problems for the sub registrar. Hence, the issuing agency takes two to three days atleast to issue the document. If it is already wetted like prominent apartments with thousands of sub numbers, where it is done over and over again, it may be easier and faster.
EC for 10-15 yrs i paid is 155/- only at ganganagar, bangalore but the Batrayanapura people cheat people and give irresponsible answers and wrong ECs. EC is very important document to do for agreement.

Following is procedure to obtain No Encumbrance Certificate or Encumbrance Certificate.
1) Apply on Form 22, with a Rs 2 non-judicial stamp affixed, addressed to the Tahsildar, giving your complete residential address and the purpose for which the certificate is required.
2) Furnish details of ownership of property giving correct survey number and place where the property is situated. It is very important that the period, full description of the property, its measurements, and boundaries are clearly mentioned in the application.
3) The requisite fee needs to be paid. The fee is to be paid year-wise. The encumbrance year commences from April 1st of a calendar and closes on March 31st, of the next calendar year. Any fraction of the said encumbrance year attracts fee for the full year.
4) Enclose address proof such as Copy of ration card or any proof of residence address duly attested along with the application.
5) The application should be submitted to the jurisdictional Sub-registrar's office under which the property is registered.
6) In case the property does not have any encumbrance during the period, Form 16 is issued. This means no charge has been registered on the property. In case the property has any charges registered against it, then Form No 15 is issued.
7) Form 15 discloses the nature of charges created, documents of the property registered, amount secured, and the registration details and references.
8) In case there is no such entry and the report is favorable, the ‘No Encumbrance Certificate' is issued after conducting a detailed enquiry. The time taken may be anywhere between 15 to 30 days.
Encumbrance Certificate is very important when you are planning to buy a property because the certificate contains all the transactions registered relating to a particular property for a period of time. Before buying any land or house make sure that the land does not have any legal dues.
Encumbrance Certificate has certain limitations and public should not completely rely on this certificates:-
The encumbrances disclosed in the certificate are for the period for which certificate is issued and any encumbrance created at a prior date or at a later date are not included in the said certificate. Hence public should not completely rely on the certificates issued by the Registrar or Sub-Registrar office for tracing the clear title of the said property.

One stupid thing is i cannot find out any litigation based on site or property details. Litigation can be found only by O S no. Which none of the seller will wish to disclose in order to all it ASAP. In law they have to mention on property the O S no.

What is the fee for Encumbrance Certificate? Ans a. Application fee Rs.5 b. Rs.30 for search of first year and Rs.10 for every subsequent year. Example: To obtain Encumbrance Certificate for 13 years. Application fee Rs.5-00 plus first year Rs.30-00 plus 12 years Rs.120-00 and total Rs.155-00.
There are two types of ECs; a) Form 15 and b) Form 16
Form 15 is issued if the mortgage, sale or other deeds of the property are registered with the sub-registrar. The Form consists of registered property transaction details in the owner name for a particular period.
Form 16 is issued as a Non-Encumbrance Certificate if no transaction has taken place/no transaction is registered for the sought period. When a Non-Encumbrance Certificate is issued on Form 16, it evidences that the property is free from all the liabilities for the given period. This certificate does not include any unregistered property transactions.

The Information provided above is NOT completely true. Once requested, it wouldn't take more than 2 days to get details (upto 10 - 15 years) and if collected in person. I assume that it would take additional 1-2 days for upto 30 years of certificate. Cost wise, it wouldn't take more than 1000 INR for issuance of 15 years of certificate.
For 10 years it will be Rs. 150 if applied in person. I have not taken services of any agent anytime. This is inperson. In some offices they give it immediately. In some they ask you to come later.
