Guidance on formation of association

Q: I am from Bangalore, we have purchased an apartment. the total number of houses in the apartment are 10.
this is a builder floor apartment and is not provided by big builders.
Out of 10 only 6 houses are legal

Need guidance in forming the association.

the builder is not co-operative and is creating lot of problems
