Your choice depend upon your financial condition, timing, and choice of location as location is the most important factor in real estate. If you are ready to wait, can take medium to high risk, and do not think much about location, you can go for booking an under-construction projects.
But, if you cannot wait and cannot take high risks with under-construction projects and need to be near amenities of your choice, you may consider looking for a ready-to-move projects.
Some of the advantages of ready-to-move projects are convenience, cost control, time saving, no surprises of extra charges, quality control, immediately available, you get what you see etc.

If location, neighborhood, size and property type are the same, a ready-to-move project costs more. The reason is clear. You don't have to wait to occupy in it and you are saving rent as well. An under-construction project costs less, but going for it means you have to pay end up interest on the home loan plus rent for your present accommodation.

It has seen that now number of home buyers are going towards ready-to-move projects than under-construction projects as going for the latter project requires waiting for a couple of years, sometimes more than that to get possession. So, choices is yours.
