Hi Pravakar,
You are absolutely right. The Grampanchayat sanction does not have any sanctity. It is illegal and you will not get any loan. The Town planning sanction is legal and you need to see all approvals from Town Planning and the N.A order from Collector Pune. You also need to see the area connectivity, basic facilities nearby etc.

Hi,
As per Section 18 of MRTP Act no construction can be undertaken in areas other than Municipal Corporations and Municipal Councils without the permission of the district collector's office. The sarpanchs' who had been issuing building permits for years were suddenly devoid of this power.

Many MLAs of the several locality had demanded correction to this rule as villagers living far away from the district headquarters were having a hard time obtaining building permits. So, beware of the collector NA property.
