I live close to the apartment and was wanting to buy @ Sethna too, but that was until Jan-2014. I had to make a choice and decided to go ahead with 'Living Walls' although I had to spend a few lakhs more. Infact unlike a year back today you have plenty of new projects coming up within 2 kms radius of 'Sethna Power Tower'. I would suggest you must consider Prestige Gulmohar, Kolte Patil Mirabilis and 'Living Walls' to name a few A-Grade builders and developers in that vicinity.
Regarding Sethna Power Tower, I would urge you to discuss with the current residents and I am sure they will give you the correct feedback. Some points for you to take notes of:
- Electric fixtures and fixtures in the bathrooms provided by the builder. Do talk to some residents, I am sure they will share the expereince :-)
- Also, take a walk around the apartment, and look for seepage problems if any. Again do talk to the current residents for feedback.
Also, - Although the builder may not be ready to negotiate the price he still has 25-30 flats unsold and this is inspite of being 3+ years since completion. You can ask the builder itself as to why this is the case :-)

Hi Siraj, Price seems to be on the higher side why don't you go for projects like Nitesh Melbourne Park, Purva Palm Beach and Mantri Webcity. These projects are from A Grade builders.
