The surrounding area seems a little underdeveloped. Is it a safe area?are then any water/electricity shortage issues?

Q: The roads havent been developed around the building and it looks a little shady. Is the area safe? how is the resident quality in the building? The building maintenance will depend on how well educated the residents are. It would also depend on the social class. Are they working class or mostly business class people. Would quality of gentry be an issue in this bulding?Are there any electricity shortages, water shortages in the area? What would be a fair price for a 965 sq ft, 2 bed house in the building currently.
