In my point of view, you should check with builder regarding building plan, lay out approval, NOC (no objection certificate), Certificate of completion, basic amenities , clear title & Approval of conversion. You may ask why these are necessary to check, i will say that before buying any property, ensure that you are asking the builder or developer for all the above said documents to be sure that you are buying a property that does not and will not have any legal hassles in the future.
Yes Mr Joydeep, you are absolutely right about this. As per my knowledge, the building plan should be approved before construction starts. It is a graphical representation of how the building will look after the construction completes. The plan is submitted to validate that the building is designed adhering to all the building laws. Once the building plan is approved, the developer should start the construction.
Hi Guys, As Mr Puneet & Harmeet said, this is necessary to check with builder. In my point of view, No Objection Certificate (NOC): A NOC certificate from the pollution board is essential to get the approval for water and sewage permission. NOC is also required to digging a bore well. Even for installing a lift, builder has to get NOC from lift authorities.
From my own experience i will say that, layout approval is very necessary. This approval should be taken from the govt. authorities before the construction activity starts for a residential building. Layout will not be approved if the land is sub-divided in plots, that too without the permission of the competent authority. Any construction activity in such unapproved plot will be considered illegal.
According to me, Clear title is very essential also. Before constructing the builder should get the clear title for the plot or land to ensure that the property is clear from any legal issues. In such cases, encumbrances certificate comes to the rescue, which has the complete details about the land, who is the current owner and who was holding the land in the past and if any disputes exists for ownership.
In my point of view, conversion approval is also compulsory to check. Sometimes agricultural land is converted to non-agricultural purpose for constructing building for residential purpose. In such instances, the builder should get the approval from concerned authority for conversion.

Certificate of Completion:-This certificate is required from the authorities before the property is given for possession to the customers. Completion Certificate denotes that the builder or the developer has constructed the building as per approved plan.

As per my per my knowledge, you should check with builder about basic amenities. The developers should get approval for electricity, water and sewage and drainage, and such approvals would be given only if the building complies with building laws.
