Q: Is there any news on property tax collection? I want to know if there have been any new innovations in this process. Im a prospective homebuyer, and I want to stay updated because soon Ill have to start paying property tax
I heard from a source in the Town Planning dept of the corporation, that the implementation of this project will also bring forward all the existing buildings that are functioning without proper authorisation in Kochi city limits. I think it definitely affects us honest tax payers, because so far these buildings were not paying their property tax amounts, and the corporation was running out of funds, which obviously was harming us, despite us paying the taxes.
The field survey and data collection needed for implementing the project will begin soon. If successfully implemented, all buildings in the city will be given a geographic indication tag for better property tax collection. This project is basically being undertaken to reveal any major violations being committed by the construction companies in the city, which are all going on unnoticed at present.
Well this GIS mapping was supposed to happen a decade ago when the e-governance programme was initiated by the civic body. But the e-governance programme got inordinately delayed, even its inauguration is pending. But anyway, these are technicalities of tax collection. As an honest tax payer, I dont think it will affect you in anyway.
Basically this initiative was taken after a recent CAG audit report pointed out the increasing number of unauthorised constructions in the city. The corporation also admitted that the there has been a rise in the number of unauthorised constructions, after it was cornered during the state assembly sessions followed by a controversy regarding a series of violations of building rules and environmental laws by DLF constructions in Chilavanoor
Ok so they are doing this GIS mapping, because the project is essential for the civic body to avail ADB loan. They need that loan for developmental works, which are currently stagnated because of the lack of funds caused by the existing faulty property tax collection system. In fact, ADB loan can be availed only if the project is completed before June, 2016, and the civic body announced also that they are trying to get it implemented before that date
All I know is that the Kochi corporation wants to implement the Geographical Information System (GIS)-based mapping for property tax collection in the areas that fall under its jurisdiction. Can someone clarify what this GIS mapping will mean for us tax payers?
