12 smart cities to come up at ports with Rs 50000-crore investment
Q: Union Minister Nitin Gadkari said that the government is working on an ambitious plan to build one smart city each at the country's 12 major ports, at an estimated total investment of Rs 50000 crore.
To get the reasonable result, govt. should support those cities or state first. "Jyada Khakar Bimar Hone se Achcha Hai ki Kum Khakar Healthy Rahe".........
Government grants will be leveraged to attract funding from internal and external sources but unless there is a possible business model or guarantee from the centre, this would not be easy.
Also, the track record of Public Private Partnership (PPP) projects is at best mixed and when there would be multiple parties involved like the center, states, local bodies and private entities, the task would be even more challenging.
Hi folks!!!! We all know that the government has recently identified 98 cities for the Smart City Project. And fund for 20 cities have been distributed. But funding for these projects and its execution will be a major challenge for companies. There is no doubt that this mission is expected to improve the quality of life for citizens of these cities. For government, the focus is on sustainable and inclusive development and the idea is to look at intensive areas and create a exemplary model.
@Rituraj......but i think that it would be better if the Govt's focus on smaller number of cities first and then developing them as model for others going forward.
Under the mission, it will be operated as a centrally sponsored scheme and the center will give financial support to the limit of Rs 48000 crore over 5 yrs, which is on an average Rs 1000 crore per city per year. And an equal amount, on a matching basis, will have to be contributed by the state and urban local bodies.

If we look at the list of cities which have been selected as smart city, many of them would already have annual municipal budgets running into multiple times of this figure. On the other hand, there are few states which have shown doubt for implementing the scheme and if there is not enough support from them in terms of funding and administrative help, it would be difficult to take this scheme to its reasonable result.
Hey Vivek, Opening up large portions of land in Mumbai also has political effects and Mr. Gadkari is aware of that. He has said at many public forums that not a single inch of the 1000 acres of land will be given to private builders and it will be used to build roads, railway corridors and public parks.
Who don't know about that, we have already seen the result last year in June when the Port Trust proposed a real estate development plan for all of its land in a bid to get back its luck and proposed to give 1000 acres of land for the city's development and submitted the plan to the minister but still pending.
Government should first make public understand that what exactly affordable housing means in terms of size, price and location. Then only we can say government seems to have the right purpose because the first need of any person who steps to Mumbai or any other metro from villages and small towns is a rented accommodation.
Right Ritu, I appreciate your thoughts. Govt. should first arrange them house to live and rest of food and clothes they will arrange themselves. He may not have resources to invest in property and he is not sure about how long he is going to stay in the city.
@Deepankar, As per the report, Mumbai Port Trust has 1800 acres of land in south and south-central Mumbai along the eastern seafront. But steps to generate income from the land have often been stuck in paperwork for various approvals, and disputes. The port currently earns only Rs.200 crore from its large area of land.
Approvals and disputes has taken place of "Cancer" in the Country. If you try to good something for your state or country, stuck due to approvals and disputes.
Earlier in 1990, nearly 600 acres of mill land was placed for real estate development. As we all know that land has been one of the biggest difficulties for Maharashtra, India's most urbanized state, which is having difficulties to find ways to provide affordable housing and improve the quality of life for its city inhabitants.
Well said Aneek, i think you are a social activist and has seen the result very closely. But there are other difficulties as well. We are not sure that how much land can be actually used as a large part of Mumbai port land is covered by coastal regulatory zone, so we don't know whether they will get permission from environment ministry or not.
Yes, i do. There were many plans hanging around for real estate development. This consists of rented accommodation and affordable housing. Thanks to the state govt. for this efforts. We can hope for the best.

It seems to me that the governement is very serious on the matter. As part of its plan to revamp the country's top 12 ports, the Centre has already asked the ports to prepare land data base and development plans to achieve international operating standards. The ports have also been asked to come up with a shelf of projects to increase their capacity to 1600 million tonnes from the present about 800 million tonnes.

Ministry has also plans to encourage setting up of some bio diesel plants at these ports, including Haldia, where bio diesel will be made from palm oil residue. India imports edible oil worth Rs 1 lakh crore annually and maximum oil is imported from Malaysia.

Apart from that these cities will be pollution-free and very green smart cities. For that Port water will be recycled. Port wastes will be turned into bio gas. Vehicles will run on bio fuel. Solar energy and wind power will be generated at ports. At the same time, electric vehicles will run here and these smart cities would house schools, commercial complexes and other amenities.
@Vivek, It is also heard that they are identifying their property through GPS system. Govt. do not want to sell land to builders and developers. They will develop these. These cities will be built as per international standards and have wide roads, green energy, advanced townships and greenery.
From above, these smart cities and ports will have e-governance links, international standard facilities, special economic zones, ship breaking and ship building centres besides allied things.
Hi Vivek, And i hope these 12 major ports in the country will be Kandla, Mumbai, JNPT, Marmugao, New Managlore, Cochin, Chennai, Ennore, V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia) handle approximately 61 per cent of cargo traffic.
Hi Bulbul, The 12 major ports under central government’s control have between them an estimated 2.64 lakh acres of land which is being mapped through satellites and are major resources with Shipping Ministry. Mumbai Port Trust alone has about 753 hectares of land with it, valued at about Rs 46000 crore.
Hi Samrat, As per the news, each port will construct one smart city and will be built with an expenditure of about Rs 3000-4000 crore. They are starting work on these in 4-6 months and will see all these complete in 5 years.
Hi Vivek, There is a good news for all Mumbaikers. City's hunt for more land to decongest and expand has come to an end has got support from the centre as Union shipping minister Nitin Gadkari promising to hand over 350 acres of land owned by the Mumbai Port Trust to the state government.
Yes, i heard too. They submitted a proposal to release some part of Mumbai port's land to construct rented accommodation and also affordable housing. And if the land transferred, it would be the 2nd largest transfer for land-deprived Mumbai.
