Property tax demand is for the entity "property" and not against the individual who owns/owned. Having said that, you are supposed to pay pro-rata tax for the period flat is in your possession. For the period prior to that, builder has to bear. The same issue happened to me while I bought the flat in PCMC and is not a specific problem to PCMC but prevalent everywhere. Take this with your builder to claim pro-rata tax from him.
No, it is your builders responsibility to pay property tax if the building is under construction and they didn't get the Completion Certificate. Remember the case of Campa Cola, Mumbai, where builder didn't get completion certificate or Occupancy Certificate. In absence of Completion or Occupancy Certificate, building is consider as illegal and local body can deviate the building anytime.

From city's development point of view it is a good news but at the same time if we think about the slum dwellers's point of view, it's a bad news because PCMC, Pimpri-Chinchwad's dream of becoming a slum-free city received a body blow with the central government directing the civic body to finished the project by March 31. This would mean the dreams of 11000 slum-dwellers' families, who were promised a 270 sq-ft flat each for Rs 50000, will be shattered.
But we shouldn't forget that after a long time Under the Central Government's Basic Services to Urban Poor (BSUP), PCMC launched a plan to rehabilitate 18000 slum-dwellers' families in 2007 and make Pimpri Chinchwad free of slums. It was a Rs 369-crore project of which the Centre's share was to be 50%, the state government’s 30% and PCMC's 20%. The scheme was to be completed in 2010, but was caught in court litigations.
Hi, It that the Pimpri Chinchwad Municipal Corporation's Local Body Tax (LBT) collection has crossed the Rs 900 crore mark for the 1st time since it was introduced 2 years back. The collection for the financial year 2014-15 now stands at Rs 903.2 crores. It is really a good news that people are paying their taxes on time. It will really benefit them as well as the govt.
Hi Hamsika, It happened because the state government had finished octroi and introduced LBT on April 1, 2013. The PCMC had earned Rs 1,094.52 crore as octroi in 2012-13, a year before LBT was introduced.

Hi Nikhil, Following documents are requiredfor transfer of ownership of property: 1) Proof of ownership (Sale Deed), 2) No objection certificate given by last/original owner or from Co-op Housing. Society, 3) Property tax payment receipt for the whole financial year, 4) Transfer fee - 1% of the taxable amount, 5) Abstract of property card issued by the Corporation.
In case no objections are raised, it takes 21 days. In case objections are received, it takes 45 days to complete the process of transfer of ownership.

Properties which are used for worship, public or religious purposes and registered with Charity Commissioner as charitable institute/trust can avail exemption from property tax.
On payment of entire Property Tax of current year by June 30, along with outstanding dues, following rebates can be claimed (only on Municipal Tax):- 1) For Residential Properties owned and used by Freedom Fighter & Ex- Servicemen : 50% discount on Municipal Tax.
2) For Residential Properties solely owned by women and used for residential purposes : 50% discount Municipal Tax.
3) For Residential Properties specifically registered as residential building: 10% discount on Municipal Tax.
4) For Non-residential / Industrial / land etc.: 5% discount on Municipal Tax.

Concerned Ward officer (in whose jurisdiction your property is situated) is the authority to lodge a complaint regarding property tax bill or assessment.

Yes, you got the right information Nikhil, Even, the civic body is charging twice the property tax as penalty for unauthorized constructions built after January 2008, therefore, the property owners have to pay thrice the property tax annually.
@Rajiv, It is also heard that owner are willing to pay the property tax but not the unfair penalty. But as per the civic body, they will first collect the penalty and then the property tax and people are not paying either.
Do you knw Nikhil, The target for property tax collection for 2014-15 is Rs 492 crore, however, the department has been able to collect only Rs 250 crore till January 13. This includes Rs 21.25 crore as penalty. There are around 4 lakh properties in the city, of which, 66000 are unauthorized constructions.

There are 2 ways to get your property tax bill :- 1) the employees of Municipal Corporation distribute the bills at the Property location, 2) you can get it from concerned Ward Office wherein your property is situated. You may also visit Municipal Corporation's website: www.pcmcindia.gov.in e-services Property tax & water tax bill link and download the bill.
Hi Prabha, Person, Institutes who own / possess land / building within limits of PCMC have to pay property tax. Property Tax is applicable to all properties and open lands within Municipal Corporation limits.
