New development control rules in Mumbai will kill high rise floor

Q: Is it true that with the new development control regulations the permissible height of a building along a road according to its width, the high rise committee may become unnecessary?

But developers thinks that committee takes nine months to a year to approve a plan. It often interferes with building plans not under its operational area. Its task is to look at safety aspects but its comments on other requirements often delay clearances

Absolutely right,
A senior fire officer said in case of high-rises, as per global practices, most fire-fighting equipment has to be installed within the building, and an external lift has to be provided for firemen to gain entry. There is a requirement for open space around the building to operation our fire engines too.

Similarly, special/assembly building - Permissible FSI - 0, Maximum Height - for height up to 30m, Minimum Road Width - 13.4m

One more thing came to know that the national building code provides requirements for earthquake-proof buildings and fire safety norms. "he no-objection certificate from the chief fire officer should be sufficient to allow a developer to go-ahead with construction. is it right?

Right Rajat,
The regulations help implement the development plan. The draft DP has proposed higher floor space index ranging from 3.5 to 8 to meet the city's needs for more housing and office/commercial space.

It places high-rises in 3 categories:- 1) Low Rise - Permissible FSI - 3.5, Maximum Height - up to 30m, Minimum Road Width - 6.1m,
2) High Rise -1 - Permissible FSI - 3.5, Maximum Height - above 30m, up to 30m, Minimum Road Width - 9.15m,
3) High Rise -2 - Permissible FSI - 5, Maximum Height - above 70m, up to 120m, Minimum Road Width - 13.4m,
4) High Rise - 3 - Permissible FSI - 6.5, Maximum Height - above 120m, Minimum Road Width - 18.3m

Yes, it's true and a member agreed on the need to do away with the committee but said the draft DCR was a sell-out to builders. While the state has given a clear mandate of ''ease of doing business'', municipal commissioner Sitaram Kunte has directed that the time needed to clear projects be reduced.

At the same time, the new development control rules ends doubtfulness and makes it easy for developers to prepare plans. In this way developer will know in advance if a project will be approved or not.
