Hi. All the power is with the local body and even the local body will and can only look into the plans and approve them. They also should not ask for certificates and irrelevant documents as this is not their place to do so.
Yes. They do not have the powers to check the size of rooms, look for violations, ask for certificates and other documents but as of now they have been doing this for a long time now. This is really shocking for a government board.
You know what the functions of LPA are only to grant planning permissions which are of three types. THey are only supposed to check the purpose of construction, the nature of the site and the difficulty in developing the area.
According to the amendment, the government should form different ward level committees, a metropolitan planning committee and a district planning committee which is expected to comprise of elected representatives from the public who will take care of the operations and work on giving the approvals.

In the PIL the person filing it said that according to the 73rd and 74th amendment of Town and Country Planning Act, 1992, the corporation and local bodies are vested with powers to grant approval. But public are made to run from pillar to post seeking approval from LPA and DTCP also.

Yes. This is actually very true. THis was all made easy by a Public Interest Litigation (PIL) filed by a coimbatore-based civic-activist named S Kanagasundaram in the Tamil Nadu high court which changed the whole scene here in the city.
