I read that following a petition filed by two residents of Bangalore, the National Green Tribunal issued an temporary stay on KG layout formation. The layout offering 5,000 sites and 10,000 flats, is said to be the last one to be developed by the BDA.

According to BDA Commissioner, KG Layout is coming up on acquired land which is spread over 4,043 acres and 27 guntas between Yeshwantpur and Kengeri hobli.

Yes there are lakes but they have not touched the lakes for the layout development or any kind of development. Environment Clearance is also there for the layout.
