Most of the builders charged car parking charges at the time of registration of ftat but you maintenance charges paid only after formation of the society. or after getting the possession of the flat. Better, you check your agreement for clause of maintenance.
Yes, if no completion certificate is obtained by builder, you can't occupy your flat. So, no maintenance as building is under construction. if any builder is insisting to make the payment then you can send him a legal notice and approach consumer court if required after that.

Vineet is absolutely right.......Once the housing society is registered, you become the owner of all the common spaces of the apartment complex including the parking space. But at the same time, if there are limited number of parking spaces, than the managing committee decides the basis of the distribution in consultation with the members.
