If you purchased a ready-to-move flat and building has received Occupancy Certificate, no service tax/VAT is applicable. He has pocketed your money towards Service Tax and VAT. Consult a lawyer and take a legal action against the builder.

This is totally illegal. Send a mail to builder asking for the service tax returns filed by the developer during the relevant time along with challans for deposit of tax. Also get an undertaking/affidavit signed by the developer that the entire service tax collected for the project has been duly deposited with the government. Your builder is liable to give you the detail. Otherwise, send a legal notice via legal expert.
