Need help in buying 2 or 3 BHK flat with budget 30-35 Lakh

I am planning to buy a flat for myself within 30-35 budget. Need help to decide area where to invest. I am aware that there is water problem in many areas in Bangalore so please suggest me areas where this no water problem within my budget. I work in Sarjapur, hows this area to invest ?
