You have to check whether your flat gets completed before RERA arrival or after RERA. If construction work has completed before RERA implication then you can not file a suit with RERA but if it is completed after RERA implication, then you can file a suit with RERA.
Of course yes. Did you inform your state RERA about the issue? Is it a RERA approved project, if yes, then complain to the RERA authority of your state. I am sure, they will take this issue seriously.
