Initiative taken by BBMP for contractors......

Q: BBMP set new rules for contractors. I am keen to know those rules.

Apart from the engineers who are responsible for poor quality works, even the Chief Finance Officer who releases money without looking into quality control reports, must be made responsible. It seems that the Technical Advisory Committee (TAC) have turned a blind eye towards such poor work.

Hey Yogendra,
Opposition leader also recommended that the BBMP commissioner should refuse to give the bills. Money should be released after checking the quality of the works. The money for the works executed based on the quality. The engineers who monitored or supervised these projects should suspended immediately.

You are absolutely right Sree,
There is a need for a high-level monitoring network to check quality civil works and to put tax payers' money to better use. Most of the contractors who execute these projects enjoy the support of corporators and it is easy for them to get the money released even if they do poor work.

Not only the defect works but also 90% of the work related to asphalting, road formation, building construction and drain reconstructing was found ordinary. Of the 48 road-related works, 43 are of poor quality including major road repairs.

It is really sad to hear that over 90% of the works completed are poor quality and those who are paying their road tax and wealth tax their money is going down the drain. Because of that issue opposition leader in the BBMP asked for the quality control report of all the works since 2010.

BBMP has opened its own defect by releasing a report from its quality control wing, which said over 90% of BBMP works are poor. The BBMP quality control department has examine 181 various projects carry out by the BBMP and revealed that as many as 170 were of poor quality.

You are right sir,
As per the report a large number of completed projects across the city were carelessly done and inferior in quality. And it is expected that more such issues are likely to come soon. Four BBMP executive engineers working for the quality control department leading by Engineer-in- Chief M. Rangaraju have inspected the work and submitted their report.

There are several story of carelessness. May 30, 2009 was the last date to submit tenders for the construction of Anganawadi building at Siddartha Colony in Jayanagar, the contractor was allowed to participate on June 1, 2009. The BBMP authorities have no documents to prove the extension of date or amendment.

I remembered the same mischief has been made during construction of toilets for SC/ST and reform of roads and drains at Ambedkar Gutta at a cost of Rs. 12.89 lakhs.

Similar mistake has been seen under Projects wing of the BBMP, to the combine of Rs. 14.23 lakh for improvements in the meditation hall, maintenance of Dr. B. R. Ambedkar stadium, yoga centre, and indoor complex.

Ofcourse,
An observation seen by the audit team that the work has been lightheaded by inherent interests to favour the contractor.

Now, An executive engineer cannot miss the order of the chief engineer. This will be consider to violation of the Karnataka Transparency and Public Procurement (KTPP) Act.

I remembered this drilled has been exposed by the BBMP's audit report for the year 2010-11 which shows various projects value Rs. 78.4 lakhs have been assigned to a single without lawful justification.

Yes, you are absolutely right...........
This practice has been exposed because the BBMP floated tenders for reconstructing Immadihalli Main Road at Whitefield at a value of of Rs. 14.73 lakh since only one contractor participated in the bid and the chief engineer has to direct the executive engineer to re-tender the project. But the order has been disobeyed and the same contractor has been assigned with the work.

Those rules are:- The BBMP has the doubtful difference of allotting projects and select carefully with a particular purpose in mind with offering single tenders to favour contractors and accepting tenders after the lapse of the due date.
