Occupancy Certificate

Q: Im abt to purchase a flat in Mana Charisma, and wanted to know if the builder has provided an occupancy certificate. The current owner has intimated that the builder has not provided him with any such document. Can someone confirm if this is correct, and if so, for what reason?
