Upset about Building management handling of grievances

Q: Hi. I've recently moved to Al Shaiba towers and though i'm happy with the building and facilities, i'm really unhappy with the handling of complaints.

I had to pay my DEWA deposit before shifting to get the original contract copy, and when I went to DEWA, there was a previous outstanding of AED 1,206. When I called the building office, they informed me that I should get the receipt and they've reimburse this amount. So I paid, but it's been almost 2 weeks since! I haven't been paid and they keep giving me the excuse that it's some housing allowance that has been wrongly deducted and they'd asked for the original payment details to submit a complaint and get the money back from DEWA. I called DEWA today and they said that NO COMPLAINT had been lodged for my account number!! This is totally unprofessional, terrible and bordering being unlawful as money which I don't owe is being held back from me.

Would greatly appreciate any help or advice.
