Need a good piece of advice on buying apartment.

Q: I am planning to buy an apartment. Will it be safe if I book an apartment before the construction of the building? Can any one give me a good piece of advice?

I will prefer that it is better to invest in a property which is already completed or which is about to get completed rather than investing in a building which has not yet started. Many times the construction gets delayed because of so many reasons and more over if there is no good sale than the builders are going to lessen the prices and once if you are tied up to a price then the builders are not going to give you any sort of discount or reduce the price.
