Need details about forming an association.

Q: 1. We want to form a registered apartment association. Are there any standard norms and by-laws? If so where can I get them? Where to register such association? 2.Before purchasing a property, I want to get seller's property documents verified for its genuinity.
. What are the things I have to look for? Are there any professionals to verify such doc's?
