Please help me with the apartment owner's rights regarding the lift usage.

Q: My builder is stopping me from using lift to shift the house. My flat is in 14th floor and practically it's not at all possible to move all my households using stairs. Can anyone help me with the apartment owner's rights regarding the lift usage? P.S. there is no service lift in my apartment.

Being an apartment owner you have the right to use all the amenities provided. But you should take care that it should not harm other apartment owners.
