Service Charge on new Apartment in Bangalore

Q: The Assets Homes in Bangalore is charging Rs. 1Lakh as the Service Charge on new Apartment . Is it legal ? How this will be different from service tax and VAT ?

I was asked for 1% VAT and 2.58% service tax by my builder

No service tax is charged if entire payment for the property is paid by the buyer after completion of the construction including certification by the local authorities.

VAT is about 14% of 70% of construction value and Service tax is 12.3% of 30% of construction value for under construction property in Bangalore.
