Money demanded by society from tenants on admission or movement

Q: I currently stay in a rented apartment and I just moved from one flat to another in the same block of the residential complex. Now the society is demanding fees towards the society which I already paid when I moved into the complex. Firstly is this legal for society to ask for any money from tenants. Second in my current case should I pay anything?
