Too much delay in project work start

Q: Hi my friend has booked a 3BHK flat in this project way back in last February. I am his local contact person here in Bangalore. It is going to be 1 year now, but still the builder has not started any work except some digging and piling up earth at the site. Whenever I call the vouge contact number they keep on saying that it will get started soon. Have anyone of you know about the expected starting time of work? Is there any land dispute which the builder is hiding from the owners? Please let me know. Though SJR group is a reputed builder group, I don't know why are they delaying so much?

Many buyers have been complaining about this project and builder. They are not responding to buyers properly. And they are not sticking to what has been promised during deal. Builder says that delay in approvals is the reason for not starting the project yet. But my question is without getting approval why should they sell flats and promise dates for commencing and completing the project??
